Summoner Spell bug

Riot, sometimes the new client wont let me change summoner spells before the match starts. Starting at the 8 second timer for the game to start, it would not let me change my to resulting in a free loss in one of my games. It's not the first time it's happened too.

It's kind of a major issue when it comes to the jungle because it is literally impossible to win a game without smite in the jungle.
