Is there an outage or is it my computer?

I was gonna play Apex Legends; but, it keeps telling me that it cannot connect to the server. So, I figured I'd play League. I start it up fine, get into queue... and it suddenly freezes up. I kill it and try to log back in. It won't log in. I try pinging the NA server. All my pings are timing out. Is it my computer or is there an outage? I live on the West coast in the US.
