[gameplay] fizz q with lichbane doesn't always work

while testing new fizz i noticed when you use q while close enough to the target it doesn't proc lichbane, i'm pretty sure it's when you are in their hitbox but not sure since i can't see exactly where they would overlap, this mainly isn't annoying but could make you lose a fight and could be annoying with dragon(and i think baron) since you have to be out of your auto range for them
