[Custom] Veigar Not Showing Up For Bot Select

In custom mode, when i tried to add Veigar as a bot, he wasn't in the list! i checked twice and still don't see him. Is this a bug or was he just forgotten? I will appreciate it if someone could answer this. Thanks!
