Input Lag

Anyone else experiencing input lag? both me and my friend have experienced it in two different games now. It's not bad enough to make the game unplayable, but it sure is frustrating. Skills not firing, but they are going on cool down - or taking a while to go off. We're in two different states, with two different internet providers so it certainly isn't local. Anyone else?
