Ionian Boots cooldown problem (Gameplay)

I bought the Ionian boots and they didn't give me the 15% cool down they only gave me 5% instead. I know it didn't work because I was Irelia and any cool down makes a huge difference in her timer for abilities so I know it didn't work.
