On-Hit applying spells

The most notable abilities that come to mind are Ezreal's Mystic shot and Gangplank's Parley

It's not exactly a bug... unless it is? but more of a consistency issue that comes to light in the recent bugfix of item 3285 procing on Ezreal Q because of a magic damage issue. The point made is that it is not supposed to proc "on-spell" effects, even if it is converted to magic damage

the problem is spell shields will block it for 100% of the damage (Even if the damage is still physical) despite the fact that it is not supposed to proc spell effects - that seems to lack consistency with the idea of not procing things like item 3285 item 3116 item 3145 (i don't want that back, that is a whole can of worms that no one wants to balance around)

Here's the way I look at it. Abilities like Gangplank's Q or Ezreal's Q are treated as basic attacks when it comes to on-hit effects, meaning that they will proc any on-hit effects that basic attacks proc, but because of this, they don't proc spell effects, or effects that proc off of spell damage.

However, these abilities are still considered spells in other cases, such as casting them counts towards the Sheen (and related items) proc, as well as counting towards the stacks of Luden's Echo, and they will also be blocked by any spell shields that completely block spells, like Banshee's Veil, Sivir's E, or Nocturne's W. These spell shields are intended to block any and all spells, with the exception of spells that deal constant AoE damage, like Rumble's Q, Anivia's ult, or Shyvana's W. Also, these spell shields will block spells regardless of their damage type.

Also, the bug with Luden's Echo and Ezreal's Q wasn't the fact that Runeglaive was making Ezreal's Q do magic damage, because Luden's Echo will proc off of spells regardless of their damage type. The bug was Runeglaive's AoE damage was proccing spell effects, like Luden's Echo, which Riot admitted was unintentional and removed that synergy in patch 5.13.

What type of spell shields do you mean? Morgana's spellshields that specifically block AP damage, or banshee/nocturne/sivir's spellshield. If it is Morgana's spellshield, then it's a bug. If it is banshee/nocturne/sivir's spellshield, it is working as intended. These spellshields are able to block AD spells as well

Ez Q never wouldn't proc ludens. If you noticed, every Ez that would proc ludens with "Q" was because of Runegleave. And it's because of smite Ez mid is why they had to change that item.
