GAREN "E" is bugged in URF mode and in need of urgent hotfix

Idk how exactly it is working but it seems like Garen is able to press "E" multiple times and have several "E" skill effects at the same time running around him. I was playing him and something wasnt feel a bit right, then i played against him and got 1 shoot in about 1 second with single "e" ability, on azir with shield over 2k hp and 104 armour, i checked in the death recap it says Judgement did 100% of dmg which is true, but it also shown up that it had over 2k Damage per second. I went to the practice tool to test it out myself, i got 3x red dragons a conqueror keystone just like the other garen had, and a little more AD in place for mercury boots, and in practice tool i was able to hit only 1.1k on the Dummy with 100 armour. It is clear garen in URF IS IN URGENT NEED OF FIX and riot should disable him on URF until fixed, he is doing TWICE as much damage then intended on his main damage ability.
