[GAMEPLAY] Thunderlord's Decree on Brand

Brand's passive, the dot, it doesn't count towards the 3 stacks to proc Thunderlord's Decree, and Thunderlord's Decree does proc dots, because it works on morg's W. If I do a full rotation of brand, E --> Q --> W, that does proc the thunderlords. I think its a bug and not counting the damage from passives as the mastery says "attack or spell". Spellthiefs also says it procs "spells and basic attacks", but spellthiefs procs the 3 charges on brand's dot. Please fix this inconsistency.
