[Gameplay] My ping shows it is ~50 yet i cant control my character

I am unaware on whether or not this is an issue on my end however for two games now i have had an issue where i can not control my character even though my ms shows around 50-60 everyone else moves around me like normal however no matter how hard i try i cannot move my character or use any abilities/back or open store the first time this happened was i belive last weekend (may 28th-29th) i was playing fizz and this would not let up so i quit to restart my computer to see if it was an error on my machine. The second time this happened was yesterday (may 31st) i was playing yasuo and it got bad to the point where i could not leave base. My laptop is a toaster however i have never gotten any issues like this before until recently. I have tried using a new mouse, restarting my router and restarting my laptop. I love this game and it sucks that i have to let my team down by not being able to play.
