I can't recieve the snowdown icons

My friend just tried to send me the penguin icons but an error message saying "You are unable to send this gift for one of the following reasons: exchange.storeprocessor.error Please choose another item." popped up. Is that some internal error or does it have to do with something else? Is it because I'm not level 30? He hasn't sent any icons before, but he tried to send one to a level 30 friend and it worked.
