Settings returning to default upon logging in

Since patch 9.9 hit I have had several instances where logging into the client will reset my summoner spells to Ghost/Heal, have notifications pop up on my stats page welcoming me to season 2019 and, in today’s case, COMPLETELY RESETING MY RUNES to the default five preset pages with no extra pages set.

I know each patch brings with it glitches and bugs but having to redo all of my runes everytime I log into the game is abit much...
