{GAMEPLAY} Can't activate abilities

This bug basically occurs randomly. When you start up a game, for the rest of the game you can't use hotkeys to activate an ability. However you can type w/ those keys in chat and outside of the game. Any subsequent matches formed after this first game have the same problem. Restarting the entire client seems to be the only way to stop it.
