I was just hitting mid game in a bot match and ulted for a kill under a turret, then went to Q out. Lux snared me, and the turret killed me. When respawned, Q no longer worked at all. It was up, and made the click noise, but wouldn't work, launch or be usable in any way. Ranking up Q did not fix it. I was Q less for the match. Thank god it was just bots. Fix this.
It's rough to lose your gap closing, pop up that's also a wall jump and an escape situationally. I looked over the history of this after your comment Endo, and they've known about it for a Looong time to fix it. Kind of sad that this issue is on going from at least patch 4.3

There are three known ways to fix this: Set it to Quick cast or re bind it to another key. This work sometimes, but not all the time. The third is leaving the game and coming back,(I haven't tried this but a lot of people say it works.) but with the new leave buster I wouldn't do that.
Riot knows about it if I remember correctly but haven't fixed it yet.
