Relic Shield no longer shows progress until next spoils of war stack is up

The relic shield is supposed to have an indicator showing when the next Spoils of War proc would be up. I frequently find myself wondering if I'm about to get one or not so I can tell my ADC if I'm going to get a stack up in time for cannon or not, or if while sitting on a stack waiting for cannon, I don't accidentally get 2 stacks and waste recharge time.

I'm not sure if this is consistent or if it just happens sometimes, I unfortunately only notice it missing when I look for it. Please put it back!
