[CLIENT]/[CRASH] Client and in-game semi-crashes

The What - I am having issue with my client and in game where visually I will see the screen flicker. The reason I say "semi-crash/flicker" in the client I can see for a brief instant two client windows open on the task bar. When i right click is when the issue is most prevalent. This will happen multiple times in a single champ select, as a result I have taken to using my arrows on my KB to select my runes and masteries.

The Where - This is only affecting LOL, the client AND the game.

The troubleshooting so far: -updated all device drivers and firmware -uninstalled all windows updates from around the time it started -disabled RAPTR (an AMD Gaming enhanced program) - it's interaction is that it records the gaming sessions just as i see them. -updated RAPTR -Updated Razar Syntax software -rolled back to a known working version of RAPTR -disabled antivirus and firewalls -ran LOL repair -Uninstalled LOL ---reinstalled LOL to my D drive - didn't improve so I uninstalled and moved it back to my C drive.

Each step was of course done one at a time. If there is any information that I am missing please let me know, and I would be more than happy to get it to you.
