"Ineligible to join your party"

All right, Riot. I wasn't going to say anything over these past couple weeks because I thought you might fix it with 7.18, but now it's getting worse. What is up with me being unable to invite players (that are in both my solo/duo and flex elo range) to NORMAL matches and aram matches, etc. It is giving me the message that "they are ineligible to join your party" even though we just played a match together. Not only that, both of us are truly out of game, they are outside of lobby, and ready to be invited, yet I cannot invite them, because I get that message. Oftentimes, they are able to invite me by joining a lobby and they do not receive the same message.

But remember, and I will reiterate for the sake of this post, not only are we within equitible elo ranges in both ranked queues, but also have similar mmr in normal matches, AND IT'S A NORMAL MATCH.... But "they are ineligible to join your party"

Also, the suggested is not working as intended.. May be a part of this bug.... Not everyone that has the "green" status bar is actually under my suggested list.
