Potential bug? Teemo can no longer blind gromp's initial attacks

I just discovered today that if you use Teemo to blind gromp (the giant toad jg camp), then gromp can still hit you with their first few "energized" attacks. When the attacks go to normal, blind works again. Is this working as intended or is it a bug?
