Just as of now I ended game in which I had Ornn upgrades while no one was playing Ornn. I ended game fast so wasn't able to see are they available for purchase. Screenshot: https://imgur.com/a/khQfv

You would have never been able to buy them as they require an ornn to be a certain level and without ornn in the game to reach that level...

still, its a weird bug [sg-lux-2]

Yea it's a bug it pops up, also double ornn pages when ornn appears sometimes.

You can't buy it, tried it before.
