Galio Bug
Galio's Bulwark doesn't apply 
despite bulwark being a shield.

It is not a shield. Shields grant temporary hit points (white on the HP bar). Galio's Bulwark does not do this. It does give the target armor, magic resist, and heals Galio per hit.
It actually works more like a buff than a shield, though, similar to Leona's W - Eclipse. An actual shield provides a sort of "extra health bar" that absorbs damage while Bulwark buffs resistance stats.

If it is input into the game as a shield it should function like one, either way it'd be a tiny buff for Galio, especially being that he's feeling some what underwhelming right now. It also might promote Galio support which i'd honestly like to see.
It's not an actual shield though. By shields it means things like
