Tahm Kench Devour problem

Okay so I was playing Tahm kench with a couple friends and I tried to eat a vel'koz but whatever I did I could eat the vel'koz on our team so I wanted to know if its a bug or Tahm kench really can't vel'koz in his mouth. please notice this right and thank you.
