Summoner lever 20 trying to buy runes bug

I have been saving to buy tier 3 runes when I hit level 20 so I play my last game to level up to 20 and go into the store to the runes tab when SUPRISE you can't buy runes because the market has no runes to buy. So I restart LOL same result. I'm going to play another game and see if that fixes it at which point I will post my results.
