Abilities not working

So I've been losing a lot of games due to this game bug. When the game starts it won't let me use my abilities. I have to re log completely out of the game to fix this problem but sometimes I have to re log twice for it to be fixed. By that time my lane is lost because I'm Lv1 while my lane opponent is Lv4 and the game is lost unless my team carries super hard.

How do I stop this from happening, its getting so frustrating. It makes the game unplayable for me.
