Riot ddosed

In my game 1/3/4 P/kILL 63% 188cs with riven, the game lagged. The tower shots hit after 2 seconds, abilities went off way after they were pressed, and i am sure that I was "lagging" as well as other people. The enemy team was kind of fishy because the enemy players were doing well in cs despite the fact that the lag was huge. I played an aram right after the ranked game has ended and there were no single lag, what so ever. I am obviously not sure if this is on riot or a player is "ddosing" the game. Clearly, only the game I was in was lagging and my friend told me he saw what I saw while spectating. I don't think this is a fair way to lose and therefore, I truly want my LP back. I
