Not allowed to join queue even though I haven't declined

I've been trying to queue up for almost an hour. Each time there is some sort of server error that prevents the game from starting. Now I'm not allowed to join the queue anymore because it says I've declined too many times. The number of times I've declined or failed to accept is exactly zero. Please disable this until you get the servers fixed. Thanks.
