Strange freezing issue

Frequently throughout a match my game will "freeze" skillshots and animations won't play until the end and minions won't appear as dead until it ends. However the game does not freeze completely and it's still possible to auto attack and use abilities. Ping does not spike and fps does not change either. Using voice chat as well so it doesn't appear to be a disconnect. Was not an issue until I upgraded to a new pc however the pc shouldn't be causing lag. Edit: Clip of what happens
