Syndra's ult with new passive

I was in a custom match messing around with max cdr builds and practicing max sphere setups. I noticed that the number by her ult doesn't go above 7, even if I get 8 spheres out. Is this a bug? Or does it really cap out at 7? Kinda disappointing if it does cap at 7 because that would make the new passive pointless.
