Error in the Game.

I have always the issue when I try my combo and need to use my skills all very fast that my champion stops moving, i hear a sound on my pc a ''toot'' all the time, my mouse wont make my champ move and I cant even move the camera. I also tried to use my skills but it didnt work. I dont know if there is an error in the game or if its my mouse/keyboard. Because of that I lost many games unfortunely. Does anyone know the issue?

When I play other games this doesnt happen.
