[GAMEPLAY] After first use, pinging Rakan's ult implies it has charges

When pinging Rakan's ult as ready, the chat message says 2/2 charges are available. Didn't trigger before first using it.

Reproducing the bug:

1. Select Rakan
2. Hit level 6 and learn ultimate.
3. Use ult once
4. Wait for it to come off cooldown
5. Ping the ultimate.

Originally encountered in a game, has been tested in practice tool without items.
