Can't use Abilities in game bug......

This has already happen to me multiple times and its getting very annoying. The game starts I'm in lane and I try to use an ability and it wont let me use it. The only way I know to fix this is to close the client and log back in. After that, I fall behind and the game is just unplayable but I guess I'm forced to play so I don't get reported for afk, then by that point I'm just feeding. So now I've made it a habit to use my ability right when the game starts so I know it works. But then the other bug is sometimes when I log in the client just crashes and close so I have to attempt to relog multiple times before I actually log in, by that time I'm already late joining the game and just fall behind.

So what can I do to permanently fix the problem of not being able to use my abilities when the game starts?
