jungle sucks

So pretty much, I just played a game as Warwick and i got way ahead of the enemy jungler. this being higher cs and 3 kills ahead at 10 minutes. Then he gets one kill and is 20 cs behind me and he then gets to be a higher level than me. In my mind this makes literally no sense right? anyone want to clarify why this happened ty.
