Client Bugsplat and other minor Bugs

Client Bugsplat not letting me lock in typically happens when timer reaches 0 and i get loading screen the bar gets completely full but it just stays that way for long time. and then i get dodge queue timer second time so i gotta wait 15 min this time. my pc isnt faulty here are specs gpu - ATI Radeon HD 3800 Series 512mb version cpu- Intel Core 2 Duo E8200 ram - 4gb Os - windows service pack 1 32 - bit

The game Runs fine can run on very high at 1080p without shadows at 60+ fps but i keep it down at medium low without shadows for 100+ fps

i didnt touch the game files and i have tried reinstalling and full repair. i had to reinstall windows for other reasons but even that didnt work. i just blame the client it has many other bugs -1. sometimes hextech tab shows black screen untill i go to shop and back in the hextech tab 2. sometimes it opens hextech tab but clicking things does nothing untill i restart client 3. i have to restart client to start the queue sometimes 4.sometimes it shows friends but cant even click them etc. etc.
