Cant choose units to target via right click (cant Auto attck or choose ability target)

I had this only since like 3 weeks or a month but it comes up more and more often. at the start of the game i am unable to click on a jungle monster, minion or champion via right click to auto attack. the game behaves simply as if there is nothing therte but the ground, which means if i click on a unit for example red-buff, i, instead of auto attcking just run into him and dont do anything.

skillshots work fine as always and if i turn automatic attacks when standing still my character attacks by himself the nearest target as he should. this only occurs at the start of the game and if i disconnect and reconnect sometimes but mostly at the beginnig of the game. most of the time i can restart the client to fix it but by the time im back in game everyone is lv3 + so the game is pretty much over for me mostly.
