Garen Q Ability at beginning of game doing between 300 and 400 damage.

I was directed to submit this thread on this board by a Riot member after sending a support request about it yesterday.

I just played an ARAM match and faced a Garen. He had built The Brutalizer as his starting item, and was only level 3, meaning his Q ability was level 1 or level 2 at the most. When he hit someone with his Q ability enabled, he did at least 300 damage, but I'd say it was closer to 400 damage. I am unsure of his Masteries and Runes, but I really doubt that his Q ability should be doing that much damage at the beginning of any game.

It sure seems as though he/she has known about this issue for a while since they were bragging about it most of the game. The game just took place on 10/23/2015, and started roughly around 21:00 PDT.

Please look into this issue, as I don't believe any build should be able to hit an enemy for at least 300 damage from the beginning of the game, let alone be able to increase from that point on.
