[Gameplay] Restriction System doesn't reform.
Firstly, I posted this in 'Report a Bug' because I don't see a 'Player Behavior' board. Second, this isn't a typical QQ thread. Toxicity should be punished and given a chance to reform, but I'm pretty sure nobody designing this punishment system has experienced being "toxic" and they probably have little to no understanding of "toxic" players. All I'm seeing is ultra-rapid-fire punishment. Where is the actual reform?
Situation:
TL;DR - I blew up and got three layers of punishment for it. 
My account was suspended for 14 days. I was toxic in chat and I got suspended - that's the end of that. After those 14 days I log in to League of Legends again, ready for a fresh start, and I'm greeted by a 75 game chat restriction and a 35 game ranked restriction. Whoa, what good is that?
First thoughts:
TL;DR - The punishment system is designed to annoy. 
At first, I can honestly tell you that I was surprised. Even now I don't think there's a good reason for this triple-negative punishment. What would your first reaction be? Before you answer that, consider the emotional setup of this situation. For 14 days you're unable to do something that you want to do, and on the day that this suspension ends you're feeling good - right? Right. You can now do the thing that you want to do - or so you think. You log in and it turns out that you're still not allowed to do the thing you want to do. Who wouldn't be annoyed by that? Needless to say I was annoyed. It took me under 10 seconds to close my League client and switch accounts. I started leveling my other account, but luckily I was laughing it off as much as I was annoyed. "I should've seen that coming", I thought. I wasn't playing ranked on my other account, so none of that pressure, and that's also a good thing. I discussed my situation with some friends on teamspeak and they thought the restrictions after a suspension were to be expected, but they've never experienced it for themselves. And they're different people, with different tendencies. Good for them that their nature doesn't clash with Riot or the League of Legends community in general.

TL;DR - You're poking the bears with honeyed sticks, Riot. 
It's 5 days later now and I've thought about it all a few times over. The best solution for anyone who's ever been toxic is to not be toxic, that much is true. The way those players are being punished definitely makes them realize that truth, but it doesn't help them act accordingly. Not at all. I haven't made a dent in those restrictions for the past 5 days and they still bother me. Imagine if I could actually drop a tier in ranked? That's a 4th negative - and there are more "what if" factors. Expecting someone to reform under these circumstances, especially if they may have temper issues, is beyond far-fetched. I'm sure that many people who run into restrictions or suspensions just jump on new accounts and spread their toxicity like wildfire, meanwhile Riot is pouring gasoline on it. It's not right. That's not a solution, and it never will be. Why would anyone DDOS League of Legends? Riot provoked them that much, that's why. The pressure can really build up on a player eventually, and Riot must play the vital role of ensuring that the player can escape that pressure either before or after the player blows up.
Solutions:
TL; DR - As long as provocation isn't punishable, don't make it so difficult to be reform.

No restrictions immediately after a suspension. Give the player a chance to play properly while they're in a good mood. Then you can expect them to be nice.

Remove the "win" condition from ranked restrictions. This is unnecessary pressure for all players and causes tons of conflict over whether to surrender or not. If someone trolls or AFKs in Normal Drafts while on a ranked restriction you can investigate and either suspend them or ban them without hesitation. Those people can't be muted or ignored, and they're the ones you truly want to keep away from Ranked.

Chat restrictions shouldn't ever stop a player from being positive. Make up a short list of things a chat-restricted player can type in chat without it counting towards their chat limit. "wp", "gj", "baron", "dragon", "group", etc. Reported spamming of these positive words can also be investigated and receive a suspension or ban.
