Rune Page Greyed Out In Champ Select, Won't Let Me View Pages, Or Change Pages

says I have to be level 8... This happened last night, and I was hoping it was a one time thing, until I did another match just now, and it still says that I unlock runes at level 8.

Last game yesterday, I played katarina, and it took electrocute. This game, I'm playing thresh, and It made me take grasp... why did it change this time, and any suggestions? I will try restarting my client after this game, which may or may not fix it. LMK if anyone is having a similar problem or knows of any solutions. Thanks.

edit: restarting the client doesn't do anything, but changing (a) rune page before starting a queue seems to fix it temporarily.
