Gameplay bug screen flashes black

Almost every game at some point the screen will flash black for a split second. Seen it happen on multiple streams friends also experience it at the exact same time. speculation may be some visual bug with an adc item or mastery mosr commonly see the bug occur in bot lane fleet foot work???
