ryze ult only has two ranks (lv 6 and 11)
played a game against a friend and i could only level my ult at lv 6 and 11 (2 ranks - 3000 range) when the third rank should be on 16 that increases the range to 4750

no. only 2 points is intended. but your Q can have 6 points in it now =) everything works as it should
His ult only has two ranks for absolute clarity for allies and enemies. At level 6-10 (Rank 1) the range is locked at 1500. Once he hits 11 (Rank 2), it increases to 3000. This is intentional so that enemies can be aware of about how much ganking potential he can have at every point in the game.
