Random Lag stutter around mid-game and level one bug

Ever since the new patch around the fifteen min mark i start having micro lagging, my fps bar doesn't change. Then everyone once in awhile my FPS will go crazy dropping to 45 then shooting to 240's.( didn't realize 240 FPS was possible) then today as I was playing kalista i got a bug that reset me back to level one and I couldn't move the rest of the match, was stuck at fountain and everything, then at the end of the game it said i got leaverbustered and asked if i agreed to not do it again. This makes me really depressed, I love this game but the micro stuttering and this bug in particular is killing it for me. I know it's not my computer cause the game was smooth as butter on patch 4.19 then once 4.20 things changed. Thanks for your time!
