[GAMEPLAY] Can type in chat but can't cast any spells or activate any itmes i.e. wards

For the past month I have been dealing with an in game issue and it tends to go away after the first game of league. But recently this bug has started to re appear game after game. I played 3 games( 2 norms and 1 ranked ) and all three times it occurred. When I connect into game everything is fine i can type in chat, level up a spell/ability, buy items, and move around, but I am not able to cast a leveled up ability or even place a ward. I tried reconnecting and even closing the client altogether, but to no avail as a result of this bug i have just lost 19 lp and been put on low priority queue for 5 games. Hopefully someone can help me out with this bug because i don't want to be constantly reported or have a team remake and i suffer because of this problem.
