[GPU] Notebook HD 8970 flickering, flashes, tearing

Hello, I am having issues with the above on my notebook, and LoL seems to be one of the few games with this issue. I already submitted the issue to AMD with no fix or response, and i'm pretty sure I posted here well in the past.
