[GAMEPLAY] Zilean's spellcast feel "sluggish" again

Zilean's spells, especially W Rewind, feel like they were reverted back to a stage before he got his quality of life improvement:

When casting QWQ quickly, W often fails to cast, because apparently the game doesn't realize that you already casted Q before (and you cannot cast W without either Q or E being on cooldown). This issue was removed in a "quality of life"-patch (like a year ago), but it definitely feels like it's happening again now.

As this isnt documented in any of the patch notes, I assume its a bug.

Reproduction steps are very easy, just cast QW a few times, you will realize that its not working, UNLESS you do it very slow (this is significant!).

Summary: Rewind fails to register if cast too quickly after either Q or E. Compare to 1 patch ago, works different.
