[GAMEPLAY BUG] Spells not casting, can hear the button press registering in game.

I reset to default binds- for some reason when Itry to cast a spell sometimes it won't cast. In the video you can hear the button press registering in game and it just goes (tick tick tick tick tick) and then finally randomly decides to cast. I just had this start happening in the recent patch.

A friend suggested that a modifier is sticking, maybe alt or ctrl, but I tried to reproduce it and got no results. I can't seem to replicate the sound of the "Tick tick tick" to figure out what is happening when I press the key.
