Bard Does Not Appear in any Champ Select

There is no notice that Bard is disabled and I have checked that I do own him. But in no champion select screen, including Team Builder's champ select, does Bard appear to be selectable.

I even restarted my Client and Computer.

Putting this as a Bug Report because I do not believe this is intended by Riot.
