Tibbers not stunning

It's not something common, but it will happen a couple times in a day. I'll have my stun up as Annie, but when I cast Tibbers, he won't stun anything (I know it's a charged passive cause the follow up Q doesn't stun either). Just wondering if there are others having this problem, because it just lost me a game that I was going to win.
