Azir Ult not going on cooldown
- Cast ult right before dying
- Ult finishes its animation after you die
- it goes on cooldown but the ult button isn't blanked out / showed as on cooldown

yeah this actually happens to all of his abilities and not just when he dies. sometimes his q will not fade out and you think you can use it when it is really on cooldown. One of Azir's many bugs.
