Same here there is problem with the update and riot wont understand

Thanks for the updated info, though we've optimized your connection the best we can, you may be experiencing packet loss with your ISP, which can be attributed to either high traffic times on your ISP's network, or an issue with your ISP's connection to a specific node along it's route. You need to speak with your ISP and let them know that you are having these connection issues and if this is something that they could possibly look into.
If that doesn't solve the problem, then you can try one or more of these VPN services as a temporary resolution to see if it improves your situation at all:
Hot Spot Shield: http://www.hotspotshield.com is a free service, but players report mixed results.
UltraSurf: http://ultrasurf.us another free service
CyberGhost: http://www.cyberghostvpn.com/en_us has a free option
WTFast: http://www.wtfast.com is a paid service, but they do have a free trial you can experiment with.

I told them why there is lag, in game the upload is increasing slowly (starts at 2kb/s early game becomes 15kb/s late game) and they won't get it
