Post-Champion Select and Pre-Game

After my team was composed and the game was loading, it failed as if someone dodged post-champ select. It displayed "unable to start your game". Is that a dodge notif or another? Or is it a cheat since the team comp was already created? It wasn't considered my dodge or my net failure.
