Why does this only happen to me.

Yesterday(move day) I played a game of League at about 11am, I had to get off to do some other things and at about 1pm I tried to get back on. IT DIDN'T WORK. And it hasn't worked since. It says: "The login server did not respond. You may have a connection issue that is not related to the League of Legends server." I've tried everything that I can think of. So anyone please help me. Also do you need internet explorer to run the game now it says i need to but i can only find it for windows 7(i have 8) and ive never needed that browser before.
