[Gameplay] Karthus Q During Passive

After dying, but before Karthus' passive ends, Lay waste (Q) often goes on cooldown without triggering. It will happen once or twice per game I play with him, and often costs a kill. I assumed it was just me, until I've noticed the popular streamer PhantomL0rd commenting on the same issue on stream.

Steps to recreate:

Play Karthus
Die a few times and attempt to spam Q
Notice sometimes it casts the first time, but repeatedly goes on cooldown instead of firing again.

As a player who mains Karthus, this has been a very noticible and problematic issue for me. RITO PLZ fix. It is very noticeable now that immediately on death lay waste can often not be used for a second or two for no particular reason. Additionally at some point Karthus was changed so that if you try to use a Lay Waste during the passive when he's immobile out past it's maximum range NOTHING happens. What it did in the past and SHOULD do is place a skittle at the maximum range in the direction of the cursor. These two issues have really degraded the effectiveness of Karthus post death for me.

The cool down on Q is also longer in death I can Only cast 3 instead of 60 X .05 = 3

57 X 8 = 411 you have 420 seconds in death defied so you should be able to use 8 Q with Karthus with 4 points in the Sorcery mastery but sometime you can only cast 5 Q's and on the new map 4.
